The first in line gets a spot provided that the length, width, and depth of the berth are suitable for the boat. The annual berth fee depends on the boat's length, width, and weight. How to calculate the berth fee is shown in the section on Brewing fees. A prerequisite for allocation is that you have a signed membership agreement.
